The rules are always changing so it's difficult to keep up to date, but I believe "international rookies" are still somewhat separate to "rookies", and clubs can sign them on whenever they want.  So really Simon would've been signed on when the announcement was made, rather than during today's rookie draft, despite what the first paragraph of the article says.

Starling was signed under the International Scholarship Scheme.  This ties him to the club and I believe he can train etc, but Sydney would have to move him up to an International Rookie to be eligible to play in a given year.  So scholarship is a step behind International Rookie.
