Harley, Bayanda Sobetwa was signed to an international scholarship deal with GWS.  To review what the international scholarship is see - http://www.worldfootynews.com/article.php/20080317000031196

Some media has confused this with an International Rookie.  The main difference is the International Rookie is on the clubs active list and can be upgraded during the season to the senior list and can play in the AFL.  A scholarship listed player can be at the club learning and playing in their reserves team but cannot make the senior list.  The club do have the first option on the player to upgrade him to an International Rookie (or directly to the senior list) when he is finished his scholarship or they want him to play.  But he must be listed during the Rookie Draft before he can take his place on the rookie or senior list.  In Bayanda's case GWS did not see fit to continue his progress at the club and never drafted him as an international rookie.

Some media also reported Donald Barry as having been an international rookie, but to our knowledge he was only ever scholarship listed.
