From what i hear, some of the state sides were starting to complain about having to play against the 18 and 17 year olds that the international teams were allowed to field. So this maybe be the way to bring in a psuedo Division 3 and bring back the international teams to fully 16's.

That makes a lot of sense. The ultimate goal has to be that the internationals are fielding players at the same age level. We'll try to confirm the criteria this year when the matches get closer.
