Wow, that's the first I've seen of that jumper too. Just looks like there's too much crammed onto it. If the Bulldog/Union Jack one wasn't kosher as far as representing all 3 constiuent home nations goes, then I would have started again from scratch rather than just trying to fit everything onto the previously existing jumper.

Also, not sure if the colours are correct, shouldn't the dragon be red?
